Citizen Research: Involving Community Residents in Evaluation and Needs Assessments

The paper stresses the importatnce of involving community residents in needs assessment and evaluation through what Philliber Research has called "The Community Engagement Process".

The whole process of a Community Engagement Process, from the time the core team
of citizen researchers is assembled to the dissemination of results, is no more than two or
three months. It builds momentum, and the community is left with a group of empowered citizen
researchers who are ready to act in informed ways on an issue.
