Philliber Research Associates has evaluated several projects to improve the capacity of agencies to deliver their services and improve their outcomes. These include:

Matrix is a San Francisco program that works to build agency capacity among groups of agencies seeking similar outcomes. PRA trains agencies in evaluation through this program but also maintains an evaluation system to measure changes in capacity among the agencies served by Matrix

The Multi-Service Agency Initiative of the Hartford Foundation for Public Giving, which began as a 12-agency program to improve capacity in a variety of areas including management, board development, evaluation, IT and marketing. PRA tracks each agency's progress in these areas and creates regular reports on their achievements and the sustainability of their efforts.

The O'Neill Foundation in Cleveland funds mulitiple projects each year in capacity building. PRA is working with the Foundation to educate its board about evaluation and about measurement strategies for tracking increased capacity in their projects.

PRA also offers a series of trainings and individual consultations designed to improve evaluation capacity of groups of agencies. Such sessions have been offered for United Way agencies in St. Louis, Rochester, NY and Memphis, TN as well as to groups of teen pregnancy programs in Minneapolis, MN.
