Philliber Research Associates has provided evaluation services to HIV/AIDS programs for over a decade, including:

The AIDS Funding Collaborative which provides funding for the evaluation of a comprehensive responsible sexuality education initiative in grades K-12 in the Cleveland Metropolitan School District. The evaluation includes analysis of changes in student knowledge, attitude and behavioral intent as well as changes in District policies vis-à-vis sexuality education.

The Association to Benefit Children, Harlem United, and Iris House: three agenies supported by The Robin Hood Foundation provide supportive housing and comprehensive services to HIV/AIDS infected people in New York City.

The Boston Pediatric AIDS Project provides services to women and children at risk of HIV infection in 15 Boston locations with support from the Health Resources and Services Administration (HRSA). PRA has worked with this project since its beginning in 1992 to develop and maintain similar data systems and to provide reports to document services and outcomes to women and children with or at risk of HIV infections.

The Bronx Pediatric AIDS Consortium serves women and children at risk of HIV infection at eight locations in the Bronx with support from the HRSA. PRA developed and maintained data systems and provided reports to document services and outcomes to women and children with or at risk of HIV infections from 1989 through 1992.

The Brooklyn Pediatric AIDS Network provides services to women and children at risk of HIV infection in nine Brooklyn locations with support from HRSA. PRA worked with the Network since its inception in 1989 through 2002 to develop and maintain data systems and to provide reports.

Ministry of Education, Lagos, Nigeria—The John D. and Catherine T. MacArthur Foundation is currently funding PRA to evaluate the impact of a Family Life and HIV Education Programme in the junior and senior high schools of Lagos State. Part of that evaluation looks at the impact of teacher training on how the curriculum is being offered and the topics included by teachers. An analysis of this curriculum was also completed to inform the development of outcomes measures among students. PRA has been evaluating this effort for over three years now.

The Minority AIDS Initiative for Ryan White CARE Act Title I Funded Programs in New York City supports 20 grantees in New York City who provide treatment education, treatment adherence services, and/or transitional housing and supportive services for special populations or prison releases. PRA conducted a process and outcome evaluation for each of these grantees from 2002 to 2006. Each grantee receives a semi-annual report describing the clients they are serving, their treatment adherence, their health, and changes in treatment adherence and health over time. In addition to the separate reports, comprehensive reports are produced combining data from the separate grantees. These data provide a broad picture of the status and progress of clients served by the Initiative as well as an opportunity to explore other issues.

The Northern Manhattan Women and Children HIV Demonstration Project serves women and children at risk of HIV infection in seven Northern Manhattan locations with support from HRSA. PRA developed and maintained data systems and provided reports to document services and outcomes to women and children with or at risk of HIV infections from 1988 through 1994.

The US Department of Health and Human Services, HIV/AIDS Bureau used PRA to write HIV/AIDS service delivery and evaluation documents to assist Ryan White CARE Act grantees and providers in their efforts to conduct program evaluation studies that will ensure they provide high quality HIV care to patients. From 2003 to 2005, PRA wrote monographs and articles related to HIV/AIDS issues.

Women in Need of Services (WINS) was a five year comprehensive case management project of Columbia Presbyterian Medical Center funded by the Office of Substance Abuse Prevention (OSAP). PRA developed and maintained data systems and provided reports to document services and outcomes throughout the project.
